Where is Democracy?

While BJP won more seats in UP, but CM, A N Yogi did not contest and is not an MLA. So where is the question of People's Mandate ? He has been thrust upon the people by High Command of BJP .This is not democracy.

Rank and status of CM and Deputy CM on Advisers/OSDs ?

Appointment of Advisers and OSDs etc to CM or Deputy CM, is a routine ritual in any new regime. For long these appointees have also been conferred the honorifics of cabinet ministers, ministers of state and deputy ministers etc. This time a new beginning appears to have been made of conferring the rank and status of Chief Parliamentary Secretary on some of such political appointees, though such posts of CPSs have been adjudged null and void and unconstitutional by the Punjab and Haryana High Court. I am surprised as to why only the position of ministers etc is undermined by conferring their rank on the office appointees and why the status of such appointees is enhanced by likening them to ministers. Time has come when such vain-glorious exercise of extravagance further evolves itself to embrace the posts of cm and deputy cm also. Then the heading would be, ''Ramesh kumar appointed adviser/OSD to CM in the rank and status of CM/Deputy CM. ''In the alternative such a ludicrous/ridiculous system forms part of the VIP culture and must end.

Initiate disciplinary proceedings

Disciplinary proceedings should be initiated against those Class I & II Officers of the Income Tax Department, immediately. They are enjoying the maximum invasive sovereign powers and at the same time conducting strike against the government. The Cabinet Secretary should call for a report from the Revenue Secretary inquiring if salary is going to be deducted for the day's absence from the Class I & II Officers for participating in strike and also any disciplinary proceedings have been initiated against those Class I & II Officers.

DATE WITH RTI

Non-receipt of RTI application sent by registered post

The RTI application was sent through Registered post and the same was delivered in the respondent organization. However, the respondent claimed that the RTI application was not received and hence, no reply within the stipulated time could be provided to the appellant. To ascertain the facts leading to the misplacement of the RTI application filed by the appellant, the CIC directed the FAA, Ministry of Home Affairs to inquire into the matter of the 'missing' RTI application and to ascertain as to whether the RTI application was actually misplaced or the CPIO had taken that plea to deny information to the appellant. The FAA was directed to take appropriate departmental action against the officers/officials responsible for the misplacement of the RTI application, if required. A copy of the inquiry report along with the action taken report was directed to be provided to the Commission as well as to the appellant within a period of six weeks. Further, a compensation of Rs. 2,500/- was granted to the appellant. The CIC also observed that the First Appellate Authority should give an opportunity of hearing to any Appellant if the Appellant expressly wants to be heard.
