Chhattisgarh is now role model for Uttar Pradesh
too !
With many of the reforms introduced under the National Food Security
Act being already modeled on PDS reforms implemented in Chhattisgarh,
it is now the turn of Uttar Pradesh to follow suit with Yogi Adityanath
having said in Gorakhpur the other day that they will follow Chhattisgarh
pattern. They are sending a team to Chhattisgarh to study the ingredients
of the system. Chhattisgarh government led by Chief Minister Raman Singh,
it may be pointed out here, has introduced a series of major reforms
to the delivery and procurement of PDS food grains. Chhattisgarh government's
PDS reforms have been lauded time and again for effecting a dramatic
improvement in PDS performance in the state so much so that even the
Supreme Court has once observed that why Chhattisgarh could not serve
as a model for the rest of the country.These reforms are widely believed
to be responsible for the state's success in improving the distribution
of food grains through PDS.
Now "Margdarshak Mandal" in Reliance
?
Grapevine has it that "Margdarshak Mandal" is being set up
in Mukesh Ambani run Reliance Group of Industries. Old hands in the
Group are expected to be part of "Margdarshak Mandal". It
means new faces would replace the old faces.
Law Commission to examine hate speeches
Supreme Court of India had asked the Law Commission of India to examine
if it deems proper to define hate speech and make recommendations to
the Parliament to strengthen the Election Commission to curb the menace
of "hate speeches" irrespective of, whenever made. The Law
Commission has undertaken a study of laws restricting hate speeches
in India.

Highly placed sources said that in the event of empanelment of 1984
and 1985 batch IAS officers to the rank of Secretary in the Government
of India simultaneously, 55 to 60 officers are expected to be empanelled.
Harinder Rao to be GM Eastern Railway ?
In all probability, Harinder Rao will be General Manager of the Eastern
Railways in place of Ghanshyam Singh. He is presently CEE South Eastern

Rakesh Garg, Additional Director, ED has been relieved from his post
to join Bhabha Atomic Research Center (BARC). He is an IRS,IT officer.
Bharne to go to Maharashtra
Nilesh Anand Bharne, a 2005 batch IPS officer of Uttarakhand, is going
on deputation to Maharashtra. He is likely to be relieved soon by the
Uttarakhand govt.
Oberai in a fix !
Dr. Madan Mohan Oberai, a 1992 batch AGMUT cadre IPS officer is in a
fix these days. He is in CBI and was posted to INTERPOL at Singapur
as CBI officer. After completion of his tenure, he has been transferred
to his parent cadre and posted in Delhi Police . But now it is said
that CBI is not relieving him and therefore he is unable to join his
new place of posting.
JCA meeting postponed
Joint Cadre Authority (JCA) meeting, which was scheduled for March 22,
has been postponed. New date would be announced later. JCA considers
the AGMUT cadre IAS and IPS officers transfer and posting.
CBEC is now CBIC, to implement GST
Reorganisation of the field formations of the Central Board of Excise
& Customs (CBEC) for the implementation of Goods & Services
Tax (GST) has been approved. The existing formations of Central Excise
& Service Tax under the CBEC have been re-organised to implement
and enforce the provisions of the proposed Goods & Services Tax
Laws. The CBEC is being renamed as the Central Board of Indirect Taxes
& Customs (CBIC) which will have 21 Zones, 101 GST Tax payer Services
Commissionerates comprising 15 sub-Commissionerates, 768 Divisions,
3969 Ranges, 49 Audit Commissionerates and 50 Appeals Commissionerates.
This will ensure rendering of taxpayer services to all the taxpayers
through an indirect tax administration structure, having pan-India presence.
V Sriram is also in race for CMD, IRCTC ?
V Sriram, Director (CS), IRCTC, is whispered to be in the race for the
post of Chairman-cum-Managing Director, Indian Railway Catering &
Tourism Corporation Limited (IRCTC).
Who will be new CMD, BCCL ?
No Board Member appears to be eligible for the post of Chairman-cum-Managing
Director, Bharat Coking Corporation Limited (BCCL). The GM level candidates
from BCCL and candidates from other PSUs are said to be applying for
the post.

Democracy ?
While BJP won more seats in UP, but CM, A N Yogi did not contest and
is not a MLA. So where is the question of People's Mandate ? He has
been thrust upon the people by High Command of BJP .This is not democracy.

Democracy in real sense
Democracy in real sense as said by Lincoln is For the people, By the
people and of the people. But never happens. It is a Dream Project which
is never true and up to winning elections.
NGT and Pollution norms entering in petty issues like ban on slaughter
house, Consumption of liquor etc. will slow down growth.
It was legal earlier and part of food and main attraction of tourism
and employed crores citizen. Over dose of any thing is bad. Illegal
could have been legalized.
Employment will be badly hit and rehabilitation will be another problem.

Service records for the period 1980 to 1986
The appellant sought information regarding his adhoc appointment
in NDMC from 22.03.1980 to 16.03.1986. He appealed to CIC claiming
that the records pertaining to his service on adhoc basis w.e.f.
22.03.1980 to 16.03.1986 were not made available to him, thereby
causing impediments in grant of higher pay allowance/ terminal
benefits, which are otherwise due to him. The PIO stated that
no records prior to regular absorption of the appellant in year
1986 are available in his personal file. The appellant drew the
attention of the Commission towards copies of orders of initial
adhoc appointment and subsequent extensions thereafter. The CIC
directed the PIO to certify as to whether the appellant worked
with NDMC on adhoc basis from 1980-86 with/without break or not.
Comments
With the advent of the RTI Act, many public authorities are finding
it difficult to respond to applications due to poor record keeping
practice. With the increasing reliance of public and its own employees
on the RTI Act to gather basic material for grievance redressal,
improving the record maintenance should be high on priority of
all public organisations.
