At a dinner hosted recently by an industry chamber in Delhi, invitees
voted to list the top 10 Most Honest CMs of India. Yogi Adityanath was
on top by unanimous vote of the business honchos. Others in the list
included M.L. Khattar, CM Haryana, Manik Sarkar, CM Tripura, P. Vijayan,
CM Kerala and Biren Singh, CM Manipur. Not a single Congress CM made
it to the list. Another missing entry in the Top 10 list was Arvind
Kejriwal, CM Delhi.
No early Vidhan Sabha election in Gujarat
Reliable sources have ruled out early Vidhan Sabha election in Gujarat.Political
circles say BJP will sweep elections again.

CAG is Audit of Nation !
CAG is basically Audit of Nation and assessment of decision and how
it has benefited the Citizen.
1. Area of CAG should be widened with Law like LAW commission .
2. CAG should prepare BLUE print for Financial Implications on Nation
and Citizen both before implementing anything along with Audit.
3. Audit is a last process where as Blue print is the first and foremost
process which indicates success rate of any financial decision as they
are doing with GST.
4. One day without petrol and diesel, Stoppage of Wastage of food, Leaving
Gas subsidy is small decision resulting in great.
It's success depends on when free distribution of grains, subsidies,
free travel passes, cutting down in salaries and perks, abolishment
of reservations, Stopping of Penalties and variety of high taxes is
stopped self employment is implemented.

Service records for the period 1980 to 1986
The appellant sought information regarding his adhoc appointment
in NDMC from 22.03.1980 to 16.03.1986. He appealed to CIC claiming
that the records pertaining to his service on adhoc basis w.e.f.
22.03.1980 to 16.03.1986 were not made available to him, thereby
causing impediments in grant of higher pay allowance/ terminal
benefits, which are otherwise due to him. The PIO stated that
no records prior to regular absorption of the appellant in year
1986 are available in his personal file. The appellant drew the
attention of the Commission towards copies of orders of initial
adhoc appointment and subsequent extensions thereafter. The CIC
directed the PIO to certify as to whether the appellant worked
with NDMC on adhoc basis from 1980-86 with/without break or not.
Comments
With the advent of the RTI Act, many public authorities are finding
it difficult to respond to applications due to poor record keeping
practice. With the increasing reliance of public and its own employees
on the RTI Act to gather basic material for grievance redressal,
improving the record maintenance should be high on priority of
all public organisations.
