A Secretary level reshuffle and appointment in the Government of India is expected to take place this week.

1983 batch IPS officer to be DG CRPF

It is now widely believed that only 1983 batch IPS officer would be appointed new DG of the CRPF.

Will DGP, UP continue for some time ?

Indications are that Javeed Ahmad , DGP, UP will continue for some time. One thinking within the govt is that the govt should not take decision in haste and he should be given more time. He is a 1984 batch IPS officer.

PESB selected candidates to join next year ?
The candidates, who will be selected by the Public Enterprises Selection Board (PESB) against bulk vacancies for the post of Chairman-cum-Managing Directors and three for the post of Managing Directors, in various Public Sector Undertakings (PSUs), are unexpected to join this year due to delay in appointment process.

Jagdish Chandra gets additional role as CEO of DNA
Bureaucrat turned Mediaman ,Jagdish Chandra, who was recently appointed executive director of Zee Media Corporation Ltd's (ZMCL) regional news channels, will also take charge of Essel Group's newspaper DNA as CEO. The new role will be in addition to Chandra's position as the head of Zee Media's regional news channels, a source said. As CEO, Chandra will be responsible for the P&L of DNA, the source added. In February, the board of ZMCL had approved the appointment of Chandra as the head of the company's regional news channels.
Chandra, who was a senior IAS officer of the Rajasthan government, had taken voluntary retirement to join ETV News Network in September 2008. ETV News Network was then under Ramoji Rao-promoted Eenadu Television. It was acquired by Network18 in 2012. Ambani had taken control of Network18 in 2014.

"Confusion galore in Delhi"
Kejriwal, the confidence trickster promised : "AAP will waive house tax for Delhi residents from next fiscal if voted to power in MCD polls."
On the contrary, MCD has separately appealed for payment of pending house tax for the last fiscal, latest by 31 st March.2017 so as to avoid penalty.
The dichotomy has caused terrible uncertainty in Delhi. Present defaulters are in a bind whether to pay house tax by 31 st March 2017 as appealed by MCD or await waiver if AAP wins in the ensuing MCD elections. Some have decided not to pay house tax for 2017-18, till results are out.

Service records for the period 1980 to 1986

The appellant sought information regarding his adhoc appointment in NDMC from 22.03.1980 to 16.03.1986. He appealed to CIC claiming that the records pertaining to his service on adhoc basis w.e.f. 22.03.1980 to 16.03.1986 were not made available to him, thereby causing impediments in grant of higher pay allowance/ terminal benefits, which are otherwise due to him. The PIO stated that no records prior to regular absorption of the appellant in year 1986 are available in his personal file. The appellant drew the attention of the Commission towards copies of orders of initial adhoc appointment and subsequent extensions thereafter. The CIC directed the PIO to certify as to whether the appellant worked with NDMC on adhoc basis from 1980-86 with/without break or not.

Comments

With the advent of the RTI Act, many public authorities are finding it difficult to respond to applications due to poor record keeping practice. With the increasing reliance of public and its own employees on the RTI Act to gather basic material for grievance redressal, improving the record maintenance should be high on priority of all public organisations.
