Why IAS alone is targeted ?
Unfortunately, it is the IAS alone which is targeted from within &
without. The language is almost un-parliamentary; recall a statement
from Manmohan Singh using the words ' loot' & plunder for demonetisation
while he closed eyes when Scams happened under his nose. I wonder how
much the commentator knows about the functioning of Go I. With the expansion
of government responsibilities, those meant to execute increase in no.
& quality. Public has not forgotten when Chidambaram suddenly created
100 posts of Ch. Comm of IT. & he justified it. So compare what
M/o HRD did in 1995 & what it does NOW.

By threatening Bihar's ruling dispensation that their officers will
no longer follow verbal orders, the Bihar chapter of IAS biradri has
exposed itself threadbare. Why were they not insisting on "written
orders" from competent authorities all these years , as ordained
by Conduct Rules ? This explains why there is rampant corruption in
the State leading to successive scams.

Check degradation of health care
Degradation of the hospital, doctors and the health industry has been
going on for long. High time government brings a regulator fixing charges
for each test treatment etc. All those who use mal-practices be banned
and punished severely including the doctors.

1. GDP is dream and projection based on past figures.
2. Reality is Present scenario and GDP do not account for
Unemployment , Bad Bank Loans, NPA, Burning of Sugar canes, Throwing
of Tomato, Potato, Farmers Suicides, Delay in Core Projects, Scams ,
Loss due to agitation and strikes, Brain Drain, Instability, Loss for
Providing Rs.1/- kg Food grains, Slow down due to Penalties and high
taxes.
3. If these are accounted for GDP will be negative .

Compensation for inconvenience caused due to non-transference
of the RTI application
The appellant submitted that incomplete information in respect
of the RTI application has been provided to him. The appellant
further submitted that instead of providing information in respect
of point nos. 6 and 7 of the RTI application, he was informed
that the information sought pertains to Department of Official
Language (DOL). However, his RTI application has not been transferred
to the PIO, DOL. The appellant also apprised the Commission that
due to non-availability of the copy of the DPC Minutes, he lost
the case before Central Administrative Tribunal (CAT) in Original
Application No. 2896/2015. The CIC perused the CAT order and found
the contentions of the appellant to be correct.
He CIC observed that the appellant faced inconvenience and detriment
due to non-availability of the documents and in exercise of the
powers vested in the CIC in Section 19(8)(b) of the RTI Act, directed
to compensate him by an amount of Rs. 5000/-.
Comments
If a part of the information sought pertains to another public
authority, the PIO should transfer that part of the RTI application
to the PIO of the concerned public authority under section 6 (3)
of the RTI Act.
