New phase of life of Satyananda Mishra
Satyananda Mishra, the former CIC, has started a new phase of his life.
He and his wife are devotees of Amma from Kerala for a long time. When
Amma asked him in 2015 to join the healthcare project Her Ashram had
been planning in the NCR of Delhi, he readily agreed. It consists of
a 2000 bed multi-specialty hospital, a medical college, a nursing college
and a research centre and is coming up on a 100 acre plot, about 2 km
from the Mathura Road in Faridabad. When completed, this will be the
largest hospital on a single location in the entire northern India.
The construction work at the site has already begun in full swing and
is expected to be completed in a period of three years. After nearly
42 years in various public assignments, starting with the State Bank
of India and ending in the Central Information Commission, Mr Mishra
is very fortunate that Amma entrusted him the responsibility of overseeing
such a large and complex project at this stage of his life.

DVC to invest Rs 1094 cr in Khagra-Joydev coal block (UPDATED)
The Board of the Damodar Valley Corporation (DVC) has approved an investment
of Rs. 1094 crore in the Khagra-Joydev coal block located in Birbhum
District of West Bengal. The block allotted by the Government of India
to DVC for supply of coal to its thermal power plants has a capacity
of 103 Million Metric Tonnes. Once developed, the coal block will be
operational for 30 years. Apart from spurring industrial growth, the
development of the block will generate significant revenue for the state.
Dr Acharya, CMD, NLC IL commissions rejuvenated BWE 1572 (UPDATED)
NLC India Limited has successfully rejuvenated a Bucket Wheel Excavator
1572, which has been in service for the past 27 years. Dr Sarat Kumar
Acharya, CMD, NLCIL commissioned the machinery at the Specialized Mining
Equipment (SME) Erection Yard of Mine-I, Neyveli on 31.03.2017. The
700L Bucket Wheel Excavator 1572, (BWE) supplied by erstwhile M/S Krupp
Germany (presently Thyssen Krupp Industrial Solutions, (TKIS) Germany)
was commissioned on December 21, 1990. The BWE had completed 27 years
of life with 1, 31,027 total working hours in the excavation of overburden/Lignite.
To extend the life of the BWE further, the Rejuvenation programme was
taken up with the assistance of Original Equipment Manufacturer (OEM)
M/s. TKIS, Germany at a cost of Rs.49.24 Crores. During Major Overhaul,
major repair, replacements, reconditioning and modifications were carried
out. In a simple function held at the SME Erection Yard of Mine-I Dr.
Sarat Kumar Acharya , CMD NLC, commissioned the machinery and in his
informal speech stressed on the importance of Cost Analysis in implementing
this type of Rejuvenation an Life Extension projects. He said Cost Analysis
is crucial and important to determine whether to go ahead with a project
or not and it helps in making exact financial decision. Rakesh Kumar,
Director (Finance) and Subir Das, Director (Mines), P Selvakumar , Director
(Planning&Projects)and R, Vikraman ,Director (HR) of NLC IL Limited
graced the occasion. Also, senior officials, employees, Representatives
of Trade Unions and Associations participated in the programme.

IAS officer as Secretary Posts
Government of India has decided to have IAS officer as Secretary of
department of posts. Modi Govt is keen that officers from the same cadre
should not head the Ministry. This will ensure transparency and fair
play. Now both telecom and postal will have one common Secretary. The
officers in the department have welcomed this move except for a small
segment which is voicing its dissent.

Mass scale VRS in past
Will anybody think over the mass scale VRS in the recent past ? MOFs
have tendered. The reason of such VRS. Why members of Force are anxiously
waiting to complete 20 years of service so as to be eligible for VRS.

Service records for the period 1980 to 1986
The appellant sought information regarding his adhoc appointment in
NDMC from 22.03.1980 to 16.03.1986. He appealed to CIC claiming that
the records pertaining to his service on adhoc basis w.e.f. 22.03.1980
to 16.03.1986 were not made available to him, thereby causing impediments
in grant of higher pay allowance/ terminal benefits, which are otherwise
due to him. The PIO stated that no records prior to regular absorption
of the appellant in year 1986 are available in his personal file. The
appellant drew the attention of the Commission towards copies of orders
of initial adhoc appointment and subsequent extensions thereafter. The
CIC directed the PIO to certify as to whether the appellant worked with
NDMC on adhoc basis from 1980-86 with/without break or not.
Comments
With the advent of the RTI Act, many public authorities are finding
it difficult to respond to applications due to poor record keeping practice.
With the increasing reliance of public and its own employees on the
RTI Act to gather basic material for grievance redressal, improving
the record maintenance should be high on priority of all public organisations.
