Make in Steel for Made in India
Modi Government means business. According to Secretary Steel Ms Aruna
Sharma, the targeted and strategic interventions by the Government have
not just revived the Steel sector but also taken steps to ensure sustained
growth. The 7% Growth rate in this quarter, the contribution of Steel
is flagged. The Government had complete 360 degree approach by ensuring
protectionism within WTO regime, mechanism to bring down input costs,
interventions to ease out NPA, give fillip to further investments and
most important set stage to enhance the demand. The focus on infrastructure
will enable to enhance the demand in the Steel sector. The biggest input
is change in GFR by inserting the concept of 'life cycle cost''. This
will enable to have long life steel bridges, buildings and life saving
crash barriers made of Steel.The holistic approach by identifying all
issues and addressing each of them by coordinated efforts of all the
different ministries has been the mantra of this success. In short span
how corrective measures if well intentioned has been demonstrated to
result to contribute to growth rate and proving ability of the Government
to deliver and handhold the manufactures for Make in Steel for Made
in India.

Who will succeed P K Sinha as Cabinet Secretary ? Ashok Lavasa (2)
Who will succeed Cabinet Secretary P K Sinha in June ? Though Madhya
Pradesh cadre 1980 batch IAS officer P D Meena will be senior most serving
Secretary in the Government of India, chances of Ashok Lavasa becoming
Cabinet Secretary are rated high. 1980 batch IAS officer of Haryana
cadre Ashok Lavasa is presently Finance Secretary. He retires on November
1.Two other empanelled IAS officers of this batch who are senior to
Lavasa are V K Pipersenia and S N Mohanty but serving in their cadre.
His old association with a former Haryana Chief Minister may however,
come in his way of getting the post.
Are media reports against P K Mishra correct ?
There are media reports these days that Additional Principal Secretary
to the PM, P K Mishra has requested the Prime Minister Narendra Modi
to relieve him because of health problems. Sources in the PM,s office,
however denied any such thing saying that Mishra has no health problem
at all. A low profile Mishra works sincerely 14 hours a day and there
is smooth functioning in the PMO. This kind of canard is absurd, sources
said.
Appointment of Chief Justice of High Courts this week ?
Appointment of over half a dozen Chief Justices in High Court is expected
to take place in a week or so.
Will Shukla be DGP of Tripura ?
A K Shukla is likely to replace K Nagraj as DGP of Tripura. 1986 batch
IPS officer of Shukla who was on deputation to the IB is returning to
the parent Cadre

this post at selection meeting held by Public Enterprises Selection
Board (PESB) on June 10, 2016.

Naresh Salecha, Adviser and Mission Director in the Railway Ministry,
has been assigned an additional charge of Director (Finance) in the
Dedicated Freight Corridor Corporation (DFCCIL) after the post was vacated

The political satire is well written and meaningful as well. Kudos to

It is true of many services
Yes, there are too many ACS level and DG level posts in the top services
of the government. This is true of many services. Look at the recent
addition of 8 HAG+ level posts, 24 HAG level posts and 191 SAG level
posts in a Technical service (ITS-Indian Telecommunication Service).
This is being done when there is hardly any technical work left to be
done in the Dept of Telecom which is their parent department. The real
technical work is being done by BSNL/MTNL to which they don't want to
go on absorption. Addition of high level posts will only add to huge
expenses of the govt as they will require office space, supporting staff,
vehicles, office equipment etc.

Unfortunately, it is the IAS alone which is targeted from within &
without. The language is almost un-parliamentary; recall a statement
from Manmohan Sg using the words ' loot' & plunder for demonetisation
while he closed eyes when Scams happened under his nose. I wonder how
much the commentator knows about the functioning of Go I. With the expansion
of government responsibilities, those meant to execute increase in no.
& quality. Public has not forgotten when Chidambaram suddenly created
100 posts of Ch. Comm of IT. & he justified it. So compare what
M/o HRD did in 1995 & what it does now.

Shameful behaviour of minister
What a shameful behaviour of one of the minister in Bihar Cabinet. Calling
the Prime Minister a Naxalite and telling his supporters to beat the
Prime Minister's picture with shoes. This was shoebeating the country
of which he is the citizen as the Prime Minister represents the nation.
Such like people are criminals and do not deserve to hold any public
office. Nitish Kumar will do well to dismiss this man from his cabinet.
Otherwise yesterday it was Prime Minister tomorrow the man will ask
people to beat Nitish Kumar's picture with shoes. Why picture ? Such
like man can order even physical beating.

Non-receipt of RTI application sent by registered post
The RTI application was sent through Registered post and the same
was delivered in the respondent organization. However, the respondent
claimed that the RTI application was not received and hence, no
reply within the stipulated time could be provided to the appellant.
To ascertain the facts leading to the misplacement of the RTI
application filed by the appellant, the CIC directed the FAA,
Ministry of Home Affairs to inquire into the matter of the 'missing'
RTI application and to ascertain as to whether the RTI application
was actually misplaced or the CPIO had taken that plea to deny
information to the appellant. The FAA was directed to take appropriate
departmental action against the officers/officials responsible
for the misplacement of the RTI application, if required. A copy
of the inquiry report along with the action taken report was directed
to be provided to the Commission as well as to the appellant within
a period of six weeks. Further, a compensation of Rs. 2,500/-
was granted to the appellant. The CIC also observed that the First
Appellate Authority should give an opportunity of hearing to any
Appellant if the Appellant expressly wants to be heard.
Comments
Record keeping and proper maintenance of files is a key function
of any Public Authority. Every Public Authority should strive
to maintain a system where the records are maintained in a manner
from where they can be retrieved in a timely manner.
