If the Government decides Cabinet Secretary from 1980 batch IAS chances of K D Tripathi's becoming the CS are also rated high. Tripathi is presently Secretary Petroleum. What a negative thought ?

What a negative thought from Rajesh Tenany ? He has projected less GDP. People like him should be happy thatIndia is progressing in spite of demonetisation and little hardships faced. Try to be positive and do good things and think in a better manner. Negativism has marred India for long.

"Disenchantment in Civil Services"

I am following in Media and the corridors of power the saga of inharmonious inter-Services relationship . S P Gaur's post (Why IAS alone is targeted, WIC March 3 ) is thought provoking. I have the highest regard for IAS officers, the distant cousins of the ICS. Of late, however, the elite Service is becoming an oligarchy, out of sync with ground reality. Creating artificial hierarchy has led to simmering discontentment, a rebellion of sort, in other services ( IPS, IRS etc) slowing-down the services delivery mechanism.
Discrimination starts at the beginning. Giving a 2 year initial edge to IAS officers over the less-fortunately circumstanced is arbitrary, irrational, discriminatory and bad in law, causing recurring damage to others. No one seems to bother due to vested interests, DOP&T, the least of all.
Having served in UPSC, holding a sensitive position, I firmly believe that the system of recruitment through the Civil Services Exam (laid down by DOP&T and followed by UPSC) is faulty and leaves much to be desired. No wonder, there is increasing decline in the quality of candidates selected into civil services. After retirement, I had tendered evidence and suggestions before a high -powered committee in UPSC for changing the format of examination. The Status quo bias. PM Modi is popularly known as civil servants' Prime Minister. This is a wake-up call. He is urged to take a close look to over-haul the system. Grievance-redressal and ensuring quality intake into civil services should be priority concerns.
My motive is not to hurt anyone. If someone feels hurt due to difference of opinions, my apologies in advance.

DATE WITH RTI

Non-receipt of RTI application sent by registered post

The RTI application was sent through Registered post and the same was delivered in the respondent organization. However, the respondent claimed that the RTI application was not received and hence, no reply within the stipulated time could be provided to the appellant. To ascertain the facts leading to the misplacement of the RTI application filed by the appellant, the CIC directed the FAA, Ministry of Home Affairs to inquire into the matter of the 'missing' RTI application and to ascertain as to whether the RTI application was actually misplaced or the CPIO had taken that plea to deny information to the appellant. The FAA was directed to take appropriate departmental action against the officers/officials responsible for the misplacement of the RTI application, if required. A copy of the inquiry report along with the action taken report was directed to be provided to the Commission as well as to the appellant within a period of six weeks. Further, a compensation of Rs. 2,500/- was granted to the appellant. The CIC also observed that the First Appellate Authority should give an opportunity of hearing to any Appellant if the Appellant expressly wants to be heard.

Comments

Record keeping and proper maintenance of files is a key function of any Public Authority. Every Public Authority should strive to maintain a system where the records are maintained in a manner from where they can be retrieved in a timely manner.
