IAS Tina Dabi belongs to the 2016 batch, Rajasthan cadre, and is currently posted as District Collector of Barmer, Rajasthan. A well-known name in the Indian bureaucracy, she cleared UPSC exam on her first attempt, achieving an exceptional All India Rank 1, and is highly admired by UPSC aspirants.
Regarding her vision for barmer Tina's dream project focuses on bringing a new identity to the district by addressing routine yet neglected sectors. To achieve this, she has launched initiatives under the name "Navobarmer." She further explained that ‘Navo’ means ‘new’ in the local Marwari language, so it’s essentially New Barmer.
Under this overarching campaign, one segment in Navo Barmer is Shahri Swachhata, which focuses on the cleanliness and aesthetics of the district. "Swachata touches everyone, be it an officer or an ordinary person, rich or poor," Dabi said.
To ensure the initiative's success, monitoring is a key priority. The city's wards and roads are divided among officers who are responsible for maintaining cleanliness. "Every morning during routine sweeping, a team member ensures the streets are properly cleaned, garbage is collected, and people are disposing of waste correctly," she said.
The ultimate goal is to promote behavioral change. "We have kept the monitoring tight and aim to continue this effort until February, as our goal is to change attitudes and improve our score in the Swachh Survekshan," she added.
Tina herself participates in door-to-door visits, ensuring compliance. Believing that no work is too small, she encourages everyone to take responsibility for their surroundings by imposing penalties and by making them sweep so they understand the effort. "I tell them, "Your shop is like your home, and there's no shame in cleaning its surroundings," she explained, emphasizing positive reinforcement.
Another segment under Navobarmer is "Navo Barmer Sashakt Samaj," which aims to empower people with disabilities. The entire month of October was dedicated to making the process of obtaining disability certificates hassle-free, with medical boards traveling to various block-level camps." We made the medical board travel, normally, individuals with disabilities need to visit a professional medical board at the headquarters to get a disability certificate, which can be difficult for those who are poor or lack resources. By having the medical board travel to local camps, we made the process more accessible and convenient.”
The board examined the individuals and if they met the criteria, issued a disability certificate, which is essential for accessing government schemes and ensures that only eligible individuals can claim benefits.
Under her leadership, a district-specific website for persons with disabilities will launch on October 28th. This platform will provide easy access to information on services, specialists, and disability-friendly facilities. She added, "The state government recognized our efforts with a Rs. 24 lakh grant, which will be used to distribute equipment like walking sticks and wheelchairs to those in need."
The third segment "Maru Udaan" will be launched after Diwali and aims to empower women in the district.
