IAS Sachin Gupta Building Rohtak 2.0 with a Holistic Development Vision
IAS Sachin Gupta is a 2018 Batch Officer of Haryana cadre and is currently posted as Deputy Commissioner of Rohtak, Haryana. Known for his community driven and results oriented approach, he envisions holistic development for the district- a Rohtak 2.0: Inclusive, Innovative, and Inspired.
Whether in schools or hospitals, streets or factories, villages or parks Rohtak’s development agenda is anchored in an integrated development blueprint focusing on all key sectors.
Guided by the simple philosophy “People First, Progress for All” the transformation framework rests on five key areas:
1. Education: From Learning to Leadership
Under the 10-Point Education Transformation Agenda, the core idea is simple that every child in Rohtak should read with understanding, think critically, create fearlessly, learn with joy and grow with dignity.
The “Padhe Rohtak-Likhe Rohtak” mission aims for 100% foundational literacy and numeracy through daily zero periods and skill passbooks. Additionally a U-shaped seating arrangement is adopted designed to eliminate the traditional “backbencher” culture and make every student visible, engaged and equal.

Early learning spaces or “NIPUN Vatikas” will make classrooms vibrant with storytelling and play-based learning.

Moving beyond academics, “Udaan” and “Hunarshala” bring innovation and skills into the school ecosystem from robotics and science fairs to handson vocational training. Meanwhile, “MargDarshan” ensures career guidance and alumni mentorship for informed futures.
From green campuses under “Harit Rohtak Abhiyan” to girls’ leadership clubs in “Nanhi Chhatri” and “Prerna Manch” for teacher innovation and leadership-the ecosystem is being strengthened at every level.Apart from this strengthening school-community partnership with “School Saathi” and “Satark Shiksha” for accountability.
2. Health: From Curative to Preventive Care
Rohtak’s 10-Point Health Transformation Agenda is revolutionising healthcare access, deliveryand awareness.
Through “e-Swasthya Rohtak”, every citizen will have a digital health record and 24×7 tele-consultation facility linked to PGIMS(Government medical institution). Mobile diagnostic vans under “Swasthya on Wheels” will bring quality health services to every doorstep.
Maternal and child health remains a top priority through Maa Shakti and Surakshit Bachpan, while Anaemia Mukt Rohtak addresses nutrition.
Mental health and wellness get due attention under “Mann Sarthi”, while “Nirogi Rohtak” focuses on lifestyle diseases through awareness and fitness drives. Supported By “Clean Hospital, Green Hospital” mission, community volunteers and Jeevan Rakshak ensuring emergency readiness.
Together these initiatives aims that every citizenshould have affordable, quality, and timely healthcare powered by smart technology, empowered communitiesand sustainable systems
3. City Beautiful: Clean • Green • Bright
The 7-Point Agenda for City Beautiful focuses on pothole-free roads (Sadak Surakshit), green corridors (Hari Bhari Raahen), decorative lighting (Jagmag Rohtak), and improved parks under Green Rohtak. Water++ strengthens drainage, while Pride of Rohtak wall art and City Spark selfie points and beautified chowksfor civic pride.
With daily inspections,digital monitoring and cross departmental accountability, these initiatives aims to brings an aesthetic and environmental revival to the urban fabric of Rohtak.
4. Business: Smart,Safe, Clean and Collaborative
The 7-Point Action Plan for Ease of Doing Business aims to promote investment, entrepreneurship and efficient governance.
“Smart Stretch” industrial corridors feature solar lighting and CCTV surveillance, while “Safe Gate” enhances security at IMT entry points. A “Single Window Connect” system ensures 24-48 hour departmental responses via WhatsApp. “Kaushal Chaupal” brings worker welfare and skilling programs to industries, complemented by Clean industrial zones under “Green IMT”, Local Industry Promotion /branding through “Brand IMT Rohtak” and social responsibility via “Sahyog Rohtak”
This model ensures a collaborative growth model between industries and communities.
5. Model Villages: Rural Transformation from the Ground Up
The 10-Point Model Village Agenda ensures that development reaches the grassroots with equal focus on cleanliness, digital access, healthand governance.
Under this every village will have Clean & Green Streets, functional drainage, LED lighting, CCTV for safety, Pond rejuvenation, renewable energy, smart schools, digital libraries, sports spaces and transparent governance through social audits and dashboards.
