Bihar bureaucracy-incase RJD comes to power!

If the RJD-led Mahagathbandhan (MGB) forms the next government in Bihar, sources indicate that caste-based appointments will decisively shape the state's bureaucracy once again. Historically, the RJD has viewed the administrative machinery as a vital tool for social transformation and backward caste empowerment, often favoring officers from OBC (Other Backward Class) and SC (Scheduled Caste) backgrounds for top secretariat positions under both Lalu Prasad Yadav and Tejashwi Yadav’s leadership.

Current discussions within the alliance and party strategists reveal that the Chief Minister and top political advisers—like Sanjay Yadav and Manoj Jha—intend to restructure appointments toward maximizing representation for OBCs and SCs in senior IAS and IPS cadres. The likely approach? The Chief Secretary post, considered the most powerful bureaucratic position in the state, would almost certainly be offered to an OBC or SC officer; similar priorities would guide kernel positions such as Principal Secretary, Home Secretary, and district magistrates, with explicit focus on critical districts like Patna, East Champaran, and Gaya.

This strategy isn't merely symbolic. It directly reflects the MGB’s manifesto to boost OBC quotas from 18% to 25% and SC reservation from 16% to 20% in government jobs and promotions, ensuring that top administrators implement welfare and job guarantee schemes with sensitivity to grassroots realities.

Ultimately, the pattern signals a return to the RJD-era approach—appointing officers not just for their merit or efficiency, but for their caste identity and capacity to deliver on political promises of affirmative action and welfare redistribution.
