Viksit Bharat Shiksha Adhishthan (VBSA) Bill, 2025
Congress opposed the Viksit Bharat Shiksha Adhishthan (VBSA) Bill, 2025, which seeks to subsume UGC, AICTE, and NCTE into a single 12-member Commission (with separate Regulatory, Accreditation, and Standards Councils). The bill brings IITs/IIMs/NITs under its ambit while claiming to protect autonomy; grant-giving powers shift toward the Education Ministry. Opposition cites constitutional overreach, state encroachment, bureaucratisation, and risks to institutional autonomy. Ministry updates to the Joint Parliamentary Committee occurred earlier in the week.
