Why are most IAS officers in Haryana holding concurrent charges?

With a 20% shortage in IAS officers, Haryana officers are holding concurrent charges across departments & cities. The state has a sanctioned strength of 226 IAS officers, but has just 182 on the ground, a shortfall of nearly 20 per cent. The condition is that 2007-batch officers are being posted as Administrative Secretary-level charges, usually held by many senior officers of Additional Chief Secretary and Principal Secretary rank with two decades more experience. At the top of the hierarchy, the load is no lighter. Sudhir Rajpal of the 1990 batch is Additional Chief Secretary for Home, Jails, Criminal Investigation and Administration of Justice along with Environment, Forests and Wildlife Departments. Alsso, examples of Sumita Misra and Apoorva Kumar Singh, senior IAS are no different.
