Replacing the five-decade-old 1975 administrative framework, Maharashtra’s Rules of Business, 2026, significantly empower Chief Minister Devendra Fadnavis with expanded executive authority. Under these newly-revised regulations, the Chief Minister possesses the explicit power to override decisions made by any departmental minister in the public interest, provided the underlying reasons are formally recorded in writing.

 Beyond veto powers, the updated framework broadly enlarges the Chief Minister’s operational reach, enabling the CMO to directly intervene in departmental matters, request official files, and refer key issues to the Cabinet for consideration. At the same time, the institutional roles of the Chief Secretary and the Finance Department have been substantially fortified, introducing stricter financial and administrative oversight across state governance.

 The shift has sparked widespread speculation among state bureaucrats with many perceiving this regulatory update as a deliberate strategy by the Chief Minister’s Office to consolidate executive dominance. Whether this centralization leads to seamless efficiency or strains political alliances remains a critical question for Maharashtra’s political future.
