Is Congress Resetting Rajasthan Strategy with Pilot at the Helm?

In what could signal a significant course correction ahead of the Rajasthan Assembly elections, sources indicate that the Congress leadership is weighing a return to Sachin Pilot as the state unit chief, alongside projecting him as the party’s chief ministerial face. The move, if finalized, would mark a decisive shift from the Ashok Gehlot-led structure that has dominated the state’s politics over the past term.
Highly placed party insiders suggest that Gehlot may be accommodated within the central leadership framework, possibly through a role in the Congress Working Committee or a broader strategic advisory position. Such a transition could help the party balance generational change with organizational continuity, while also attempting to contain factional tensions that have periodically surfaced in Rajasthan.
Pilot’s elevation, sources argue, is being seen as an attempt to energize the cadre and appeal to younger voters, while sharpening the party’s electoral messaging against the BJP. However, the timing and execution of this potential reshuffle remain critical, particularly given the Congress’s recent struggles with internal cohesion in key states.

Grapevine has it that during the Secretary level reshuffle at least half a dozen new postings are expected. Departments of School Education, Labour, Panchayati Raj and Environment are to get new faces and one Secretary in Finance Ministry may get another Ministry.

As per sources the govt could appoint new Chairperson of CBDT this week. The extended term of the present boss expires on June 30.

Proposal to appoint DG BSF Praveen Kumar as DGP reportedly came in for discussion in the Ministry of Home Affairs and it was decided to shelve it till the retirement of present DGP Siddhanath Gupta in October.

Ms Sarah Sharma, DIG, CBI, is prematurely repatriated to her parent cadre. She is a 2010 batch IPS officer of Odisha cadre.

Anand Jain has been transferred from Jammu & Kashmir to Ladakh and posted as DGP, Ladakh. He is a 1999 batch IPS officer of AGMUT cadre.
Ms Aslam Khan has been transferred from Delhi to Arunachal Pradesh segment of the joint AGMUT cadre. She is a 2007 batch IPS officer of AGMUT cadre.
Mandeep Singh Randhawa is posted to Mizoram segment of Joint AGMUT cadre following repatriation from Central Deputation. He is a 2006 batch IPS officer of AGMUT cadre.

Sources indicate that the Ministry of Defence is likely to see the least disruption in the upcoming cabinet and bureaucratic reshuffle, with continuity expected to remain the guiding principle. The Raksha Mantri is understood to be inclined toward retaining his existing team, signaling confidence in the current administrative and strategic setup.
Officials familiar with internal deliberations suggest that key bureaucratic positions within the ministry may largely remain untouched, in contrast to other departments where wider changes are anticipated. The approach appears aimed at preserving institutional memory and ensuring stability in ongoing defence modernization projects, procurement pipelines, and strategic initiatives.
At a time when India is navigating complex security challenges across its borders and accelerating military reforms, continuity within the defence establishment is being viewed as operationally prudent. Retaining experienced personnel could help avoid transitional delays in critical decision-making processes.
While minor adjustments cannot be ruled out, the broader indication is that the Ministry of Defence will witness continuity rather than churn, reinforcing a steady-hand approach in one of the government’s most sensitive portfolios.

Despite being written off by many in political circles after his exit from the Congress and the lukewarm trajectory of his breakaway outfit, former Punjab Chief Minister Amarinder Singh continues to wield influence where it matters most, within the state’s bureaucracy.
Sources indicate that sections of the administrative machinery in Punjab remain aligned, or at least responsive, to the Captain’s long-standing networks built over decades in power. His tenure as Chief Minister, marked by deep institutional familiarity and a personalized style of governance, has left behind a web of loyalties that cannot be easily dismantled.
While his electoral relevance has undeniably diminished, particularly after the Congress reshuffle and the AAP surge, Singh’s residual clout is visible in subtle bureaucratic signaling, informal consultations, and backchannel communications that still factor him into decision-making loops.
For rivals who have dismissed him as politically irrelevant, this enduring administrative influence presents a blind spot. Amarinder Singh may no longer dominate the headlines, but in Punjab’s power structure, he is far from a spent force.

Amid growing concerns over El Niño conditions and a delayed onset of monsoon across several parts of India, Agriculture Minister Shivraj Singh Chouhan has reviewed the emerging impact on the farm sector, according to sources. The assessment focused on rainfall variability, sowing patterns, and potential stress on key Kharif crops.
Sources indicate that the minister has directed officials to remain on high alert and ensure swift response mechanisms at both central and state levels. A dedicated 24x7 monitoring and support system is being put in place to address farmer grievances, input shortages, and irrigation-related challenges.
The government is also tracking crop-wise vulnerabilities, especially in rain-fed regions, where delays in sowing could impact yields. Contingency planning, including alternative cropping strategies and advisories, is being strengthened through coordination with state agriculture departments.
Officials have been asked to maintain real-time data flow on rainfall distribution and crop progress, enabling timely interventions. The move signals an attempt to mitigate early risks and stabilise farm output amid evolving climatic uncertainties.

Air India has appointed former Civil Aviation Secretary Pradeep Singh Kharola as Executive Advisor to the Chairman, in a move that signals deeper alignment between the Tata-owned carrier and the government on regulatory and strategic fronts. Kharola, a 1985-batch IAS officer, brings extensive experience in aviation policy, having overseen key reforms and navigated the sector through critical phases, including the early stages of Air India’s privatization process.
His return to Air India is being seen as more than a routine advisory role. Industry observers suggest the appointment could facilitate smoother coordination between the airline and the Ministry of Civil Aviation, particularly at a time when India’s aviation sector is expanding rapidly and grappling with infrastructure constraints, bilateral rights negotiations, and evolving regulatory frameworks.
Kharola’s familiarity with both bureaucratic processes and sectoral challenges positions him as a bridge between policy formulation and corporate execution. His presence is also expected to help Air India align its expansion strategy including fleet induction, international route optimization, and airport partnerships with broader national aviation priorities.
The development underscores a growing convergence between state policy objectives and Air India’s long-term growth trajectory.

Government should open or merge banks exclusively for labour & salaried classes with no loan facility for corporates. Merger without employment generation is of no use. Like IDBI & SIDBI banks for Migrant labourers should also co-exist.

Adding new grounds for rejection of the RTI application
The appellant sought the details of employees appointed under the Reserved Quota in the Assistant Grade-III cadre in the Food Corporation of India in a specific proforma. The PIO replied that an information shall ordinarily be provided in the form in which it is sought unless it would disproportionately divert the resources of the public authority or would be detrimental to the safety or preservation of the record in question and denied the information. Before the CIC, the Respondent submitted that the appellant sought information about SC/ST/OBC employees in Assistant Grade III Cadre from 2021 to 2024 along with their verified caste certificates in a tabular format given by him. The respondent submitted that there are around 6000 employees in their department and the compilation of the sought information in desired format would disproportionately divert the resources of the public authority. Hence, the aforesaid information was denied U/s 7(9) of the RTI Act. During the hearing, the respondent additionally pleaded that the caste certificates of the employees are exempted U/s 8(1)(j) of the RTI Act. On query by CIC whether the respondent confirms for placing on record his plea for exemption U/s 8(1)(j) of the RTI Act as the same was not earlier mentioned in reply of the CPIO, the respondent confirmed. The CIC observed that the respondent gave an appropriate reply to the appellant. The CIC held that the respondent has pleaded additional grounds that the sought information is exempted U/s 8(1)(j) of the RTI Act during the hearing, and the same is also found to be appropriate. The CIC rejected the appeal.
Comments
Additional grounds which were not considered earlier can be asserted during the hearing before the CIC. Even the grounds for rejection of the information can be changed withdrawing the earlier clause and replacing it by a new one.
