Major world leaders visits followed by major domestic turmoil: Bad timing or something more?

A strange pattern seems to repeat itself whenever major foreign leaders visit India. In 2020, during US President Trump’s visit, the Delhi riots erupted. Now, during Russian President Putin’s visit, India got hit with one of its worst nationwide airline disruptions in recent years amid the IndiGo crisis.

This has sparked widespread speculation whether these are merely unfortunate coincidences or  someone’s deliberate efforts to bring India’s global image down by engineering instability at sensitive moments?

PMO’s directive to Ministry of Finance is clear: Demand must be unlocked even if radical reforms have to be undertaken!

The Prime Minister’s Office has reportedly issued a clear directive to prioritise measures that revive and unlock demand across the Indian economy. This push signals the government’s willingness to consider even radical reforms to stimulate consumption and investment. The recent RBI rate cut aligns with this broader objective, as lower interest rates are expected to ease borrowing costs for households and businesses, thereby encouraging spending and credit growth. Together, these fiscal and monetary policy moves reflect a coordinated effort to accelerate economic momentum, revive private sector confidence, and counter persistent concerns about sluggish demand and uneven post-pandemic recovery.

Regional airline carriers to get a big push by the government amid strong Indigo fiasco?

The Indian government is poised to introduce key relaxations in aviation policy, enabling regional airlines to operate on high-demand metro and busy routes currently dominated by national and international carriers like IndiGo and Air India. This move aims to foster competition, alleviate capacity strains on congested hubs such as Delhi-Mumbai and Mumbai-Bengaluru, and bolster smaller operators under the expanded UDAN (Ude Desh ka Aam Naagrik) scheme.

Currently, regional carriers face strict route dispersal guidelines (RDGs) that bar them from metro-metro flights, confining operations to Tier-2/3 cities and underserved airports. The proposed easing—potentially including relaxed fleet norms and direct incentives without bidding—would allow single-aircraft or small-fleet operators to bid for prime slots, backed by viability gap funding and lower ATF levies at regional airstrips. This builds on UDAN’s extension beyond 2027, targeting 120 new destinations amid recent disruptions like IndiGo’s 2,000+ cancellations.

Broader Cadre Integration Trends

Speculation in bureaucratic networks points to potential inter-zone transfers under the 2017 policy (e.g., from Zone IV to Zone I) by March 2026, driven by “national integration” needs. Predictions include 20-30 IAS/IPS postings to Arunachal Pradesh and Mizoram to address infrastructure gaps, fueled by PM-DevINE expansions. No whispers on specific retirements, but aging AGMUT officers (e.g., 1990s batch) could see phased exits.

Manohar Lal commences COD of THDCIL Tehri PSP’s 3rd Unit

THDC India Limited, a pioneering power generation entity, has reached another major milestone with the successful commencement of the COD process of the 03rd Unit (250 MW) of the 1000 MW Variable Speed Pumped Storage Plant (PSP) at Tehri, Uttarakhand. This major accomplishment marks a significant advancement in India’s clean energy landscape, establishing the Tehri PSP as the country’s first Variable Speed Pumped Storage Plant and the largest PSP of its kind being implemented by any Central Public Sector Enterprise (CPSE). With the first and second units already achieving COD in June and July 2025, the commencement of the third unit’s COD process further enhances THDCIL’s leadership in delivering technologically advanced and grid-responsive hydropower solutions. The momentous occasion was graced by Manohar Lal, Union Minister of Power, Housing and Urban Affairs, Government of India, who officially commenced the operation of the 3rd Unit via virtual mode. The event was also attended by Shripad Naik, Hon’ble Minister of State for Power and New & Renewable Energy, Government of India, and A K Sharma, Hon’ble Minister of Urban Development and Energy, Government of Uttar Pradesh, who were warmly welcomed by Sipan Kumar Garg, CMD, THDCIL. Hon’ble Minister highlighted that with power consumption rising steadily, storage assets like PSPs are indispensable for ensuring round-the-clock reliability. The 1000 MW Tehri PSP, now progressively becoming fully operational with all three units commissioned, exemplifies India’s commitment to a resilient and reliable power infrastructure and contributing to realize the Prime Minister’s vision of a ‘Viksit Bharat’ by 2047. Shripad Naik, Hon’ble Minister of State for Power and New & Renewable Energy, Govt. of India, noted that THDCIL is emerging as a leading public-sector organisation in the development of Pumped Storage solutions. With two units of the Tehri PSP already in commercial operation and the third unit commissioned today, the corporation is firmly on course to fully operationalise the 1000 MW project. He also highlighted that several additional PSP ventures are in the pipeline, positioning THDCIL as a key driver of storage infrastructure for the country’s future grid. A K Sharma, Minister of Urban Development and Energy, Government of Uttar Pradesh, commends THDCIL for this notable achievement and underscored the technological significance of this project, noting that advanced pumped-storage systems are indispensable for integrating large-scale renewable energy into the grid. In the context of the Hon’ble Prime Minister’s vision of achieving 500 GW of renewable capacity by 2030, the Tehri PSP stands out as a critical asset that provides the balancing capability required for a high RE future. Pankaj Agarwal, Secretary, Ministry of Power, commended Team THDCIL for a remarkable year, highlighted by the commissioning of both units of the 1320 MW Khurja project and the successful commercial operation of the three unit of the Tehri PSP. He extended his congratulations to the entire THDCIL team for delivering these critical national assets and underscored the importance of sustaining this momentum in the projects ahead. Ghanshyam Prasad, Chairperson, CEA congratulated the CMD and the entire THDCIL team, noting that the successful integration of this pumped storage project into the national grid is a proud milestone for the power sector. Gurdeep Singh, CMD, NTPC, while congratulating the THDCIL team, highlighted that this achievement marks a significant moment for the power sector. At a time when the nation is grappling with the growing need for reliable energy-storage solutions, this development strengthens our ability to supply assured power during peak demand. It represents a decisive step toward a more flexible, resilient and future-ready grid. Sipan Kumar Garg, CMD, THDCIL, expressed his gratitude to the Union Minister of Power, Housing & Urban Affairs, Sh. Manohar Lal, for his guidance and encouragement. He also thanked the Hon’ble Minister of State for Power and New & Renewable Energy, Shripad Naik, and the Hon’ble Minister of Urban Development and Energy, Government of Uttar Pradesh, A K Sharma, for their continued support. CBIC and Finance Minister

Finance Minister announced that Customs is her next target for "Simplification"

Officers have suggested that it must start with divesting powers of Revenue Secretary in Personnel matters of CBIC.

3 posts of Members are lying vacant

A Chief Commissioner is holding charge of DGDRI a post meant for Pr CC!! Reason? No DPC!

Posts of Chief Commissioners are lying vacant because Revenue Secretary was stopped at UPSC gate for 'verification' FM ought have moved to shift  both CBIC/CBDT from the Revenue Department.

I wonder when did Ms Nirmala Settharaman last review personnel management of CBIC/CBDT.

I retired years back.

But the Stranglehold on postings by the Revenue Secretary obviously speaks of a "Nexus".

Absolute Power Corrupts!!

Is it mandatory to have SEBI registered license for teaching about stock market?

The Appellant filed an application seeking information whether it is mandatory to have SEBI Registered License with person or company who teaching about stock market and whether SEBI takes Complaint against stock market educator person or company who is Non Registered with SEBI. The PIO replied that it cannot be construed as "information", as defined u/s 2(f) of the RTI Act as it is in the nature of seeking clarification. The CIC observed that outstretching the interpretation of Section 2(f) of the RTI Act to include deductions and inferences to be drawn by the CPIO is unwarranted and upheld that reply provided by the PIO.

Comments

Under Section 6 of the RTI Act, an applicant is entitled to get only such information which can be accessed by the public authority under any other law for the time being in force. A public authority is not required to furnish information which require drawing of inferences and/or making of assumptions. It is also not required to provide `advice' or `opinion' to an applicant, nor required to obtain and furnish any `opinion' or `advice' to an applicant. The reference to `opinion' or `advice' in the definition of `information' in section 2(f) of the Act, only refers to such material available in the records of the public authority. Further, many public authorities provide advice, guidance and opinion to the citizens as a public relation exercise. But the same is purely voluntary and should not be confused with any obligation under the RTI Act.
