Prime Minister Narendra Modi’s recent announcement to open India’s nuclear sector to private players marks a pivotal shift from the state monopoly enshrined in the Atomic Energy Act of 1962, enacted under Jawaharlal Nehru’s leadership. This reform, via the forthcoming Atomic Energy Bill 2025, amends the 1962 Act and Civil Liability for Nuclear Damage Act, 2010, enabling private firms to develop small modular reactors (SMRs), advanced reactors, and innovations previously restricted to government entities like NPCIL. High-level sources view this as dismantling Nehru’s socialist legacy of centralised control over strategic sectors, including nuclear energy initiated in 1948 for peaceful, state-led development. Speculatively, private giants like Reliance or Tata could invest billions, accelerating capacity from 8 GW to 100 GW by 2047, mirroring space sector liberalization and boosting energy security amid net-zero goals. Critics may decry safety risks or foreign influence, but proponents hail it as Modi’s “Viksit Bharat” triumph, replacing bureaucratic inertia with market dynamism for technological sovereignty.

 

Putin to meet Steve Witkoff before his visit to India?

The scheduled meeting between Russian President Vladimir Putin and U.S. special envoy Steve Witkoff in early December, just before Putin’s visit to India, signals ongoing efforts involving Russia, the U.S., and India amid complex geopolitical and trade tensions. Witkoff’s trip to Moscow aims to push forward peace talks related to the Russia-Ukraine conflict, which remains a pivotal issue affecting global diplomacy and trade dynamics. Concurrently, India is navigating its strategic autonomy by balancing its historically strong ties with Russia—especially in defense acquisitions like the S-400 missile systems—and growing economic and trade negotiations with the U.S., which has imposed tariffs partly due to India’s Russian oil imports.

The deadlock in India-U.S. trade talks largely revolves around U.S. demands for India to reduce its Russian oil purchases amid Western sanctions on Russia’s oil industry. India, however, is cautiously diversifying its oil imports away from Russia but has not committed to a complete halt, reflecting its balancing act between energy security and geopolitical pressures. Putin’s meeting with Witkoff could be part of broader maneuvering to shape a diplomatic environment ahead of his India visit, where multilateral dealings concerning energy, defense, and strategic partnerships will be reviewed. Thus, the trilateral interactions in this period are likely an intertwined dance of diplomacy, with trade, energy, and conflict resolution interlinked against a backdrop of shifting alliances.

2035 nominations received for PM awards on excellence in public administration

2035 nominations have been received for the Prime Minister's Awards for Excellence in Public Administration, a statement issued by the Personnel Ministry said.The awards will consist of a trophy, a scroll and an incentive of Rs 20 lakh to the awarded district/organisation to be utilised for the implementation of a project/programme or bridging resource gaps in any area of public welfare. The awards are scheduled to be conferred by the prime minister on April 21, 2026, on the occasion of Civil Services Day. The Centre has approved a scheme for the Prime Minister's Awards for Excellence in Public Administration, 2025. The awards have been designed to acknowledge, recognise and reward exemplary work done by civil servants across the country.A portal for registration and submission of nominations was launched on October 1 this year. It was made operational till November 30, 2025.

NMDC delivers best-ever November; production rises 21%

NMDC, India’s largest iron ore producer, reported a robust operational performance for November 2025 and for the fiscal year to date, posting the highest ever production and sales figures for both the month and the April–November period since inception. The strong numbers reflect continued volume momentum, operational discipline, and supply chain stability for FY 2025–26. For the month ended November 2025, NMDC delivered its best-ever monthly performance for any November on record, with production rising to 5.01 million tonnes, up 11% year-on-year from 4.51 million tonnes in November 2024, and sales reaching 4.17 million tonnes, up 4% from 4.0 million tonnes last year. Production also exceeded the monthly target by 1%, reflecting efficient utilisation of mining capacity and improved operational rhythm across the company’s assets. NMDC maintained strong momentum in FY26, posting record April–November output with production rising to 31.48 million tonnes, up 21% from 26.06 million tonnes in the corresponding period last year, while sales reached 30.28 million tonnes, up by 9% from 27.84million tonnes during the same period in FY25. Commenting on the performance, Amitava Mukherjee, CMD, NMDC, said: “NMDC’s performance for November and year-to-date reflects steady operational discipline and strong execution. By improving efficiency and ensuring a reliable supply of high-quality iron ore, we continue to support India’s steel sector while delivering consistent value to our stakeholders.” Additionally, all three of NMDC’s production units have collectively delivered record output. As a Navratna CPSE under the Ministry of Steel, NMDC maintains a strong strategic outlook, supported by stable domestic demand and ongoing initiatives to strengthen mining productivity and cost competitiveness.

DATE WITH RTI

Can penal action be initiated against the PIO who has retired?

The appellant sought a certified copy of the initial map related to a particular building which was donated to Jhansi Cantonment Board for construction purposes. The appellant also sought a certified copy of the General Land Register, total property tax assessed and other related information. As no response was received within the prescribed time period, the appellant filed the first appeal and later the second appeal before the CIC. According to the arguments presented by the respondent, the current PIO, who was responsible for disposing of the submitted RTI application has retired, and no show cause notice proceedings can be initiated under Section 20 of the RTI Act against a retired PIO. The CIC directed the current PIO, Cantonment Board, Jhansi, to ensure timely and proper disposal of pending RTI applications in accordance with the law, failing which appropriate action shall be taken against them in the future under the provisions of the Act. Further, the CIC directed the PIO, Cantonment Board, Jhansi, to examine the information sought by the appellant through the submitted RTI application and, based on the available records, provide the requested information/response to the appellant in accordance with the provisions of the Act.

Comments

A coordinate bench of the CIC in Appeal Nos. CIC/PB/2008/00999 and CIC/SM/A/2009/000286 dated 13-05-2010 held that since the concerned PIO has retired from the service, we find it not possible to impose any penalty on him at this point of time. The precedent was followed in many subsequent orders like Shri Chander Prakash v. AAI, CIC/SS/C/2013/000053 dated 18.12.2013. The RTI Act does not specifically debar action against the PIO on superannuation.
