Manmohan is not the weakest PM I don't agree that Manmohan Singh has
been the weakest Prime Minister. Since independence, he is the only Prime Minister
about whom we have not heard that his son/son-in-law/daughter/daughter-in-law
or for that matter any of his relative is dictating terms from the PMO. I will
rate him as the strongest as he did not succumb to any of his relatives. Anurag

pronouncements about, "After Dr MMS, who?", it appears, there exists
a "Four Members Club of Mutual Admiration", within the Congress party
where Members never tire of admiring each other! Sonia is all praise for Dr MMS

fit for the post of PM! Priyanka,in one breath says: Dr MMS is Sher-e-Punjab and

,it seems has done a number of mistakes in an election year, which might cost
it electorally. Firstly, in an election year, it had an opportunity to woo the
middle classes through some substantive income tax sops which it failed to give
, even in its manifesto. The home-loan reductions have not benefited much, because
house costs have not come down significantly, due primarily to the builder-politician
nexus; and builders have refused to pass on the lowering of costs due to service
tax etc to consumers. Moreover, in the matter of pay revision of PSU officers,
who were earlier regarded as congress supporters, the authorities , have really
blundered by substantially diluting the committee recommendations. This has led
to a lot of heartburn within the PSU community and will cost the congress electorally.
It may easily reduce the congress tally by 10-15 seats. The responsible bureaucrats
may be rewarded by an opposition regime, if congress is dislodged from power,
because their actions have really benefited the opposition, not the Congress.
In short, the government has wasted various opportunities of wooing some important

party in power often develops a haughty attitude and the best thing that can happen

was never a rule There is this issue of two years edge of the IAS that
is currently being foisted upon the IPS and other services in the garb of the
6th Pay Commission recommendations. This was never a rule. In the days of the
ICS(Indian Civil Service), the exam was different for the IP(Indian Police) and
the Secretary of State's Services (the IRS etc).Till 1979, though the exam was
same, the IAS and IFS got through on the basis of their marks in all 5 papers,
the IRS in best 3 out of 5 etc. There was a two years edge in increments of pay
with the IAS and the IFS in view of this. That was all. Now, since 1979 (thirty
years ago) after the system was changed, everybody takes the same exam and the
same number of papers and the exam pattern is no longer what it was prior to 1979,
why should there be a two year edge in even increments of pay for the IAS vis
a vis the IPS, IRS and the rest (notably, in fact, the IAS does not allow empanelment
of the IPS and the IRS even four to six years after batch mates from the IAS have
been empanelled in the Government of India)? What is even more galling, the IAS
now wants not only a two year edge in increments of pay, but everything (promotions,
empanelment, pay everything). When the logic of the thing does not exist any more!
Further, more importantly, post 1994 batches have more than 50% officers in the
IAS at far lower ranks in the Civil Services Exam than the IPS and IRS. Then why
the two year edge? And why should promotees from the state services enjoy the
two year edge over the Direct Recruits of the IPS and the IRS? This bullying must
cease and parity within the batch restored between the IAS, IPS and IRS (the person
senior in the merit list may outrank persons lower in the merit list for a particular
year, but person in the merit list in one particular year must outrank persons
in the merit list in the next year, even if they are in the IAS for all Group
A Services, for all purposes of comparison, viz. pay, promotion and empanelment). Vijay
